The purpose is to ensure efficiency in the processing of requests for Presidential issuances and/or approvals by requiring complete staff work before submission to the Office of the President.
It is addressed to all Department Secretaries, Heads of Agencies, Bureaus, and Offices.
Requests for Presidential issuances and/or approvals such as executive orders, proclamations, administrative orders, memorandum orders, memorandum circulars, and similar directives.
The request must be submitted with the basic papers and all related documents, and a covering Memorandum not exceeding two pages containing specified information.
The Memorandum must include justification, legal basis, agencies involved, coordination with agencies, and potential problems related to the requested issuance or approval.
It refers to an explanation on the economic, administrative, or other justification for the requested issuance or approval.
A statement citing the legal basis for the requested issuance or approval.
A statement enumerating the Departments, agencies, or offices involved in, or affected by, the implementation of the requested issuance or approval.
It requires a statement that necessary coordination or consultations were made with the affected agencies, attaching copies of their comments or recommendations signed by the respective heads.
A statement on potential risks, problems, or complications that may arise if the request is granted or denied.
Such requests may be returned to the requesting Department, Agency, or Official for completion of the necessary staff work.
