The Agriculture and Fisheries Modernization Act of 1997 (AFMA) mandates the Department of Agriculture to lead the inter-departmental efforts to modernize Philippine agriculture and fisheries.

The Department of Agriculture should focus its resources on productivity-enhancing programs such as research, development, extension, irrigation and water management, development and enforcement of product standards and food safety rules, credit, marketing, information, and communication support services.

Local government units (LGUs) are recognized as major partners in agricultural development and modernization, with strategic work partnerships encouraged to implement devolved agricultural planning and extension activities efficiently.

Under Section 20, Chapter 7, Title 1, Book III of the Administrative Code of 1987, and Sections 77 and 79 of the FY 1999 General Appropriations Act (RA 8745), the President has the power to direct changes in the organization and key positions in any department, bureau, or agency, to scale down or abolish non-essential activities, and to use savings generated from these actions for program augmentation.

1) Group, integrate and merge agencies or units for coordination; 2) Institutionalize strategic partnerships with LGUs; 3) Strengthen regional field units along functional lines; 4) Improve transparency and stakeholder participation; 5) Enhance consultation with concerned departments and agencies; 6) Institute ongoing operational and structural adjustments consistent with the Department's mandate.

The ABRP includes orientation in policies, functions, programs, and strategies; structural and organizational modifications with corresponding functions; staffing modifications showing existing and unfilled positions; and restructuring and realignment of the budget due to the streamlined set-up.

No personnel shall be laid off or dismissed as a result of this Executive Order. However, those who voluntarily opt for separation are entitled to benefits under existing laws or separation benefits equivalent to one month basic salary per year of service if not covered by existing laws.

The funding shall come from available funds within the Department of Agriculture, including savings, provided that no additional funds for personal services are required due to organizational and staffing modifications.

The Secretary may use the savings for early retirement programs, upgrading salaries of meritorious employees, education and training of personnel, provision for fellowships, and upgrading of facilities.
