Executive Order No. 309 reorganizes the Peace and Order Council in the Philippines, establishing national, regional, provincial, city, and municipal councils to address peace and order issues, coordinate counter-insurgency programs, and improve public safety, with a Secretariat to handle administrative and technical activities.

It reorganizes the Peace and Order Council on the national, regional, provincial, city, and municipal levels of government.

The Secretary of Local Government.

The Secretary of National Defense.

The Secretary of Local Government (Chairman); Secretary of National Defense (Vice-Chairman); Secretary of Justice; Secretary of Social Welfare and Development; Press Secretary; Director of the National Security Council; Chairman of the Commission on Human Rights; Chairman of the National Peace Commission; Director of the National Bureau of Investigation; Executive Director of the Dangerous Drugs Board; AFP Chief of Staff; Chief of the Philippine Constabulary; and three (3) private sector representatives (academic, civic, religious) appointed by the Chairman.

They are appointed by the Chairman (Secretary of Local Government) and must represent academic, civic, and religious organizations.

It is composed of the regional counterparts of the departments/offices/agencies listed for the National Council, wherever applicable, and appointed by their respective agency heads. The regional Director of the Department of Local Government chairs it.

The Chairman of the Regional Peace and Order Council appoints them upon consultation with the members of the Council.

They may deputize their representatives on the sub-national levels.

The Provincial Governor chairs it. Additionally, one representative of the Sangguniang Panlalawigan is chosen by it from among its members.

They are appointed by the Chairman (Provincial Governor) upon consultation with the members of the Council at the provincial level.

The City or Municipal Mayor chairs it. The legislative representative is one chosen by the Sangguniang Panlungsod (for cities) or Sangguniang Bayan (for municipalities) from among its members.

It prepares and recommends to the President proposals/thrusts/strategies to respond to peace and order problems; coordinates and monitors peace and order plans/projects and operations of Civilian Volunteer Self-Defense Organizations and other counter-insurgency programs/activities; and performs other duties as the President may direct.

They: formulate plans and recommend measures to enhance peace and order/public safety; monitor implementation of peace and order programs/projects and operations of CVSD organizations and other counter-insurgency activities; conduct periodic assessments and submit reports with recommendations to the Chairman of the National Council; and perform other functions assigned by law/the President/the National Council.

It handles administrative and technical activities of the Council, including preparing plans/programs, supervising and monitoring implementation of approved policies/plans/programs, liaising and coordinating with government agencies, and providing a forum for inter-disciplinary dialogue and deliberation of major peace and order issues.

The Chairman of the National Police Commission.

It shall issue appropriate implementing rules and regulations to carry out the Order.

It takes effect immediately and the reorganization must be completed within thirty (30) days thereafter.

All prior issuances inconsistent with EO No. 309 on organization and functions are deemed superseded.
