The purpose of EO No. 38 is to reorganize the Strategic Action and Response (STAR) Office to ensure coherence of its organizational structure, functions, and staffing pattern in order to increase efficiency and responsiveness in delivering government services to the Filipino people.

After reorganization, the STAR Office falls under the supervision and control of the Office of the Executive Secretary through the Office of the Deputy Executive Secretary for General Administration (ODESGA).
