The DBCC is a committee under the NEDA Board responsible for recommending the annual government expenditure program and spending ceiling, allocation of expenditures between operating and capital outlay, and the amount to be allocated for capital outlay projects for Presidential approval.

The Philippine Institute for Development Studies, the Philippine National Volunteer Service Coordinating Agency, and the Tariff Commission shall continue to be attached to the Authority for supervision.

They shall continue to hold their positions in a hold-over capacity receiving their salaries and benefits until a new structure and staffing pattern are prepared and positions are filled. Those not included in the new structure or not reappointed shall be deemed separated and entitled to retirement or separation benefits under existing laws.

The President may revise membership whenever necessary and designate the chairman to preside over specific NEDA Board meetings to effectively perform the Board’s functions.

Any change must be approved by the President to promote efficiency and effectiveness in delivering public services.

It provides technical staff support for coordinating national and sectoral policies, monitors macroeconomic performance, conducts economic studies, and performs assigned planning tasks.

Personnel of transferred units continue duties in hold-over capacity and receive salaries; those not included in the new staffing pattern or not reappointed are separated and entitled to benefits or separation pay.

Major policies, plans, programs, and projects must be properly coordinated with NEDA at national and regional levels before adoption to ensure consistency and coordination with national priorities.
