Executive Order No. 942, issued on March 13, 1984, reorganizes the National Bureau of Investigation (NBI).
The main reasons were the non-implementation of the mandated salary scale for lawyer positions, difficulty in recruiting qualified lawyers due to low salaries, and the exodus of experienced NBI lawyers to other sectors and government offices with better pay.
The Director of the NBI is authorized to reorganize his legal and administrative staff within three months from the effectivity of the Executive Order.
As of January 1, 1984, the salary for the NBI Chief Legal Officer is P43,392.00 and for the NBI Assistant Chief Legal Officer is P41,392.00.
They shall be paid the money value of their accumulated vacation and sick leaves, retirement gratuity if qualified under existing retirement laws, or in cases where they do not qualify, a lump sum equivalent to one month salary for every full year of service, with fractions of more than six months counted as a full year.
The amount shall be taken from the salary savings of the NBI.

Presidential Decree No. 1726 mandated the salary scale for lawyer positions which was not being implemented, prompting EO No. 942 to address this issue by upgrading salaries.
An NBI employee who refuses appointment shall receive the money value of accumulated leaves and retirement gratuity if qualified; if not qualified, they may receive one month salary per full year of service as a lump sum payment.
