The primary purpose is to reorganize the Metropolitan Manila Flood Control and Drainage Council, attach it to the Department of Public Works and Highways, establish a dedicated fund for flood control and drainage projects, and coordinate flood control efforts in Metropolitan Manila.
The Secretary of Public Works and Highways serves as the Chairman of the Council.
The Governor of the Metropolitan Manila Commission serves as the Vice-Chairman.
The Mayors of the cities and municipalities comprising Metropolitan Manila are Members of the Council.
The Council coordinates development of policies, plans, and programs for flood control and drainage, oversees their implementation, conducts public consultations, and ensures the availability of funds to undertake flood control projects.
The Fund Account is created to finance flood control operations and project implementation in Metropolitan Manila.
Funding comes from the special metropolitan flood tax levied on all admission tickets of movie houses in Metropolitan Manila and from additional real estate taxes not exceeding 1/8 of 1% of the assessed value of real estate in Metropolitan Manila.
The National Capital Region Office of the Department of Public Works and Highways is the lead implementing agency.
It is responsible for the planning, design, construction, maintenance, and operation of flood control and drainage projects, and coordinates flood control activities of various local government units in Metropolitan Manila.
They are repealed or modified accordingly to conform with the provisions of EO No. 124-B.
It took effect immediately upon its signing on July 22, 1987.
