Benigno S. Aquino III's Executive Order No. 8 reorganizes the Build-Operate-Transfer Center into the Public-Private Partnership Center, transferring its oversight from the Department of Trade and Industry to the National Economic and Development Authority to enhance infrastructure development through private sector collaboration.

The main purpose is to reorganize and rename the Build-Operate and Transfer (BOT) Center to the Public-Private Partnership (PPP) Center of the Philippines and transfer its attachment from the Department of Trade and Industry (DTI) to the National Economic and Development Authority (NEDA).

The BOT Center was originally attached to the Department of Trade and Industry (DTI).

The PPP Center is attached to the National Economic and Development Authority (NEDA).

The PPP Center is tasked with coordinating and monitoring all PPP/BOT/PSP programs and projects; providing project facilitation and assistance; offering advisory services, technical assistance, and training; managing a revolving fund called the Project Development and Monitoring Facility; recommending PPP-related policies; monitoring project implementation; maintaining a central PPP database; recommending improvements to project processing timelines; and submitting annual reports to the President.

The PPP Center is headed by an Executive Director with the rank equivalent to Assistant Director General or Assistant Secretary. The Executive Director is appointed by the President of the Philippines upon the recommendation of the Secretary of Socioeconomic Planning.

The PDMF is a revolving fund amounting to Three Hundred Million Pesos (Php300,000,000.00) established for preparing business cases, pre-feasibility and feasibility studies, and tender documents for selected PPP programs and projects.

The processing of all qualified solicited PPP proposals must be completed within six (6) months, subject to existing laws, guidelines, rules, and regulations.

The Department of Trade and Industry (DTI) is responsible for the promotion and marketing functions of BOT/PPP projects.

All funds allocated to the BOT Center for duties now performed by the PPP Center, including the Project Development Facility funds, shall be transferred to the PPP Center's Project Development and Monitoring Facility subject to government accounting and auditing procedures.

The Executive Director of the BOT Center shall temporarily serve as Executive Director of the PPP Center until a new one is appointed; existing BOT Center personnel shall transfer to the PPP Center and remain in their positions until a new organizational structure is implemented; all BOT Center assets, funds, records, and PPP-related documents shall be transferred to the PPP Center within 30 days following the effectivity of the Order.
