It was issued pursuant to the powers vested in the President by Republic Act No. 422.
The Chief of Staff executes the President’s command functions on military strategy, tactics, and operations; advises the Secretary of National Defense; is responsible for planning, development, and execution of the national defense program as prescribed by the Secretary; and has command of all elements of the Armed Forces.
The Commanding General, Armed Forces of the Philippines, shall hereafter be known and designated as the Chief of Staff, Armed Forces of the Philippines.
The Vice Chief of Staff (rank of Brigadier General) is designated by the President.
The Vice Chief of Staff assists the Chief of Staff and performs his functions during the Chief of Staff’s absence or inability.
The Deputy Chief of Staff is with the rank of Colonel and is designated by the Chief of Staff.
He exercises general supervision over the General, Special, Administrative, and Technical Staffs and Services.
It is created to advise the Secretary of National Defense on broad military policy. It is composed of the Chief of Staff, Vice Chief of Staff, Deputy Chief of Staff, and all Commanders of Major Services and Area Commands.
It is an integrated Armed Forces General Staff composed of the Chief of Staff, Vice Chief of Staff (who takes the place of the Chief of Staff in his absence/inability), the Deputy Chief of Staff, and such other officers of grades not below first lieutenant as may be detailed by the Chief of Staff.
They organize staff work into: G-1 Personnel and Administrative; G-2 Intelligence; G-3 Organization/Operation/Plan/Training; and G-4 Logistics—each under an Assistant Chief of Staff, supporting national security policy and military planning execution.
Only officers in the General Staff Corps Eligibility List may be assigned to the Armed Forces General Staff; if there are insufficient eligible officers, officers from other branches may be assigned, but such assignment alone does not confer eligibility to the General Staff Corps Eligibility List.
The Inspector General’s Service, Adjutant General’s Service, Judge Advocate General’s Service, Chaplain’s Service, and Finance Service.
The Corps of Engineers; Ordnance and Chemical Service; Quartermaster and Transport Service; Signal Corps; and Medical Service.
The Four Major Services are: Philippine Army, Philippine Constabulary, Philippine Air Force, and Philippine Navy.
It is organized, trained, and equipped primarily for enforcement of law and order in the Philippines as a national police force.
Sections 832 to 840 and 848 of the Revised Administrative Code, as amended, are declared in force for the members of the Philippine Constabulary in their exercise of authority and duties as peace officers and their relation with provincial and municipal law enforcement agencies and officials.
In time of emergency, it may be employed to perform home defense responsibility in rear areas and such other service as the Chief of Staff may direct.
To organize, train, and equip for prompt and sustained air operations—defense against air attacks, gaining/maintaining air superiority and controlling vital air areas; close support of surface forces; develop air doctrines and procedures; support joint operations; provide aerial photography for cartographic purposes; and perform other functions as the President may direct.
Notwithstanding prior provisions, the President may abolish or modify existing Major Services and Area Commands and staff divisions/sections/services/installations/task forces and establish new ones, assign functions, duties, and powers necessary to carry out the national defense program.
