Executive Order No. 8 reorganizes and renames the BOT Center to the PPP Center, transferring its attachment from the DTI to the NEDA, in order to mobilize the private sector for accelerated infrastructure development and ensure efficient and affordable infrastructure services.

The main purpose is to reorganize and rename the Build-Operate and Transfer (BOT) Center to the Public-Private Partnership (PPP) Center of the Philippines and transfer its attachment from the Department of Trade and Industry (DTI) to the National Economic and Development Authority (NEDA) to fast-track and effectively coordinate and monitor PPP programs and projects in the country.

The BOT Center is renamed as the Public-Private Partnership (PPP) Center.

The PPP Center is transferred from the Department of Trade and Industry to the National Economic and Development Authority (NEDA).

The PPP Center is tasked to conduct project facilitation and assistance, provide advisory services, recommend plans and policies, manage a revolving fund for project preparation, monitor priority PPP programs and projects, manage a central database, recommend improvements in processing times, prepare implementation reports, and perform other critical functions for expediting PPP projects.

The PPP Center is headed by an Executive Director with a rank equivalent to Assistant Director General or Assistant Secretary, who is appointed by the President of the Philippines upon the recommendation of the Secretary of Socioeconomic Planning.

It is a revolving fund amounting to Three Hundred Million Pesos (Php300,000,000.00) used for the preparation of business cases, pre-feasibility and feasibility studies, and tender documents for selected PPP programs and projects.

The processing of all qualified solicited PPP proposals must be completed within six (6) months, subject to existing laws, guidelines, rules, and regulations.

The Department of Trade and Industry (DTI) retains the functions related to promotion and marketing of BOT/PPP projects.

Existing personnel of the BOT Center are transferred to the PPP Center and will remain in their current positions until the revised and/or new organizational and staffing pattern is implemented.

The Separability Clause (Section 11) of the Executive Order provides that if any provision is declared invalid or unconstitutional, the other provisions not affected shall remain valid and subsisting.
