The President of the Philippines is empowered to reorganize the Office of the President under Section 31 of Executive Order No. 292, the Administrative Code of 1987.
The Presidential Coordinating Assistance System and the Cabinet Assistance System were abolished.
The remaining functions will be absorbed by the Office of the Executive Secretary.
It is headed by a Deputy Executive Secretary under the Office of the Executive Secretary and is composed of the Presidential Management Staff, which absorbs the Cabinet Secretariat, the Presidential Complaints and Action Office, and the Sectoral Liaison Offices. The group provides common staff support in management of the development process, administrative reforms, sectoral liaison, public assistance, strategic research, and public policy formulation.
The Cabinet is composed of the heads of Executive Departments as provided under Section 16, Article VII of the 1987 Constitution.
They shall coordinate with the Office of the Executive Secretary in providing staff support to the President and may attend Cabinet meetings at the President's pleasure.
The Executive Secretary is authorized to oversee the abolition, consolidation, and merger of affected offices and to transfer functions and agencies within the Office of the President.
It mandates that the salary and status of incumbent permanent officials and employees who are transferred or absorbed be maintained consistent with non-reduction of compensation, and governed by P.D. No. 985 and R.A. No. 6758.
If eligible, they shall receive retirement benefits under the general retirement laws; if not entitled, they shall receive a separation gratuity equivalent to one month salary for every year of service, with priority payment from savings of the Office of the President.
All proclamations, orders, instructions, rules, or regulations conflicting with this Executive Order are modified or revoked accordingly as stated in Section 7.
It took effect immediately on January 16, 1991.
