The primary function of the Ministry of Foreign Affairs is the promotion and conduct of the country's foreign relations and the provision of necessary services to Filipino nationals abroad.
The President of the Philippines formulates the national guidelines and overall policies on foreign affairs.
The President exercises control over the Ministry of Foreign Affairs, while the Prime Minister supervises the Ministry.
The Minister of Foreign Affairs is vested with the authority and responsibility to exercise the powers and discharge the functions of the Ministry, including appointing Deputy Ministers and determining their functional areas of responsibility.
The Office is responsible for enforcing high standards of performance in foreign service posts through periodic inspection, enforcing security measures in the Ministry and Foreign Service, and providing legal services in treaty negotiations and interpretations.
The Office of Press and Public Affairs is renamed the Office of Public Affairs and handles relations with media and dissemination of information; The Office of Fiscal Affairs is renamed the Office of Fiscal Services and handles budget, financial, and accounting services; The Office of Consular Affairs is renamed the Office of Consular Services and handles passport, visa, notarization services, and assistance to Filipinos abroad.
The following offices were created: Office of American Affairs, Office of Asian and Pacific Affairs, Office of European Affairs, Office of Middle East and African Affairs, and Office of ASEAN Affairs.
It provides staff support and policy guidance for Philippine government supervision in ASEAN, serves as the secretariat, and coordinates Philippine participation in ASEAN meetings and conferences.
The Board includes the Minister (as chairman), Deputy Ministers, heads of Offices, and a senior official of the Civil Service Commission. It recommends policies for administrative operations, personnel appointments, promotions, and handles administrative cases within the Ministry and Foreign Service.
Entities such as the Office of Administration, Office of Legal Affairs, Office of Policy Planning, Office of Cultural Affairs, Office of Economic Affairs, Office of Islamic Affairs, Office of Political Affairs, ASEAN National Coordinating Agency of the Philippines, Board of Foreign Service, Promotion Board under EO No. 523, Inspection Division, and Intelligence and Research Division were abolished, with functions transferred to appropriate units of the Ministry.
