It is titled the Reorganization Act of the Ministry of Education, Culture and Sports.
The Ministry is primarily responsible for the formulation, planning, implementation, and coordination of policies, plans, programs, and projects in formal and non-formal education at all levels, and supervises all education institutions, both public and private.
The authority and responsibility are vested in the Minister of Education, Culture and Sports, who is appointed by the President.
There are five Deputy Ministers responsible for: (a) Elementary, secondary, physical, and international education; (b) Non-formal, vocational/technical education, and youth organizations; (c) Higher education, cultural agencies, and foreign-assisted projects; (d) Internal administration, management, and regional coordination; (e) Legal and legislative affairs and other attached agencies and centers.
The main bureaus are: Bureau of Elementary Education, Bureau of Secondary Education, Bureau of Technical and Vocational Education, Bureau of Higher Education, Bureau of Non-Formal Education (formerly Bureau of Continuing Education), Bureau of Physical Education and School Sports (formerly Bureau of Sports Development).
Attached agencies include the National Museum, National Library, National Historical Institute, and the Institute of Philippine Languages (formerly Institute of National Language).
The policy declares education as a basic State policy to contribute maximally to national development, promote equality of access, enrich cultural and deprived communities, and unify Filipinos into a free and just nation.
It conducts studies, formulates and evaluates elementary education programs and standards; prepares curricular designs, instructional materials, teacher training programs; formulates guidelines for school physical plans and management; and performs other functions provided by law.
Officers and employees shall continue in a hold-over capacity performing their duties and receiving benefits unless separated pursuant to EO No. 17 (1986) or the Freedom Constitution. Position structures shall be approved within 120 days, and separations have prescribed benefits or pay-offs.
Upon adoption of a new Constitution with a presidential form of government, the Ministry shall be called Department of Education, Culture and Sports; titles of Minister, Deputy Minister, and Assistant Minister shall change to Secretary, Undersecretary, and Assistant Secretary, respectively.
