The official title is the Reorganization Act of the Ministry of Education, Culture and Sports.
The Ministry is primarily responsible for the formulation, planning, implementation, and coordination of policies, plans, programs, and projects in formal and non-formal education at all levels, supervising all education institutions, and providing an integrated education system relevant to national development goals.
The authority and responsibility rest with the Minister of Education, Culture and Sports, who is appointed by the President of the Philippines.
The areas include: (a) Elementary, secondary, physical and international kinds of education; (b) Non-formal and vocational/technical education; (c) Higher education; (d) Development of culture; (e) Foreign and locally assisted projects and related activities.
The Ministry is organized into Bureaus and Regional Offices.
The Ministry Proper consists of the Office of the Minister, Planning Service, Financial and Management Service, Administrative Service, Human Resources Development Service, and Technical Service.
It conducts studies, formulates, develops and evaluates programs and educational standards for elementary education, prepares curricular designs and instructional materials, formulates guidelines to improve school physical plans and equipment, and performs other legal functions.
The Ministry shall be called the Department of Education, Culture and Sports, and the titles Minister, Deputy Minister, and Assistant Minister shall change to Secretary, Undersecretary, and Assistant Secretary, respectively.
They shall continue in their duties in a hold-over capacity and receive corresponding salaries unless separated pursuant to Executive Order No. 17 (1986) or the Freedom Constitution. A new organizational structure and staffing pattern shall be established within 120 days.
Notice to or consent of creditors, if required under any agreement with them, must be complied with before implementing such changes.
