Questions (BFAD ADMINISTRATIVE ORDER NO. 14, S. 1999)

It is promulgated in support of RA 8172 (ASIN Law), which requires salt iodization nationwide and addresses related purposes.

A salt manufacturer is one who produces, imports, trades in, and distributes salt.

Large: exceeding 2000 MT; Medium: >300 MT to ≤2000 MT; Small: >2 MT to ≤300 MT; Subsistence: not exceeding 2 MT per year.

The applicant must file an application with BFAD supported by specific documents and must demonstrate capacity to produce adequate, quality salt compliant with minimum standards.

Application form/petition with applicant details and picture; proof of establishment registration (Mayor’s Permit; BTI registration for single proprietorship; SEC registration/incorporation for partnerships/corporations); warehouse address and location map; floor plan of manufacturing plant with dimensions; type of salt and brand names; Certificate of Analysis of finished product; importer’s notarized terms of agreement (as applicable); and affidavit of understanding.

The applicant shall: (1) change the establishment’s name if there is already a valid registered name similar to it; (2) display the approved LTO conspicuously within the establishment; and (3) notify BFAD in case of any change.

To ensure systematic, effective and prompt product recall if the product is found violative and ordered recalled from the market by BFAD.

At minimum, it must conform to the salt standards in Annex 1, including purity requirements (moisture, NaCl content, calcium/magnesium limits, water insolubles, heavy metal contaminant limits) and iodine level requirements.

Moisture max: 40% for refines salt and 7% for unrefined salt.

NaCl must be at least 97% (dry basis).

Arsenic (As) max 0.5 mg/kg; Cadmium (Cd) max 0.5 mg/kg; Lead (Pb) max 2.0 mg/kg; Mercury (Hg) max 0.1 mg/kg.

For locally produced salt: at production site 70–150 mg/kg for bulk and 60–100 mg/kg for bulk at retail site? (As stated: Production Site shows 70–150 mg/kg and Retail Site shows >50 mg/kg for bulk and >40 mg/kg for retail.)

Imported salt iodine levels: 70–150 mg/kg for bulk (>2kg) and 60–100 mg/kg for retail (<2kg), as indicated in the AO’s iodine levels section.

Initial period: 2 years. Subsequent renewal period: 2 years.

Renewal can be made at least one month prior to expiration. Failure to comply with BFAD requirements and standards is a basis for non-renewal.

Non-compliance with BFAD requirements and standards; misrepresentation of material facts in the application/documentation; and deficiencies in Good Manufacturing Practice likely to result in contamination (e.g., improperly stored litter/waste/refuse attracting rodents/insects; excessively dusty roads/areas where salt is exposed; inadequately drained areas contributing to salt seepage and pest/pathogen breeding).

They will not be allowed to distribute, trade, or sell their salt in the market/food industry.

The manufacturer whose LTO was revoked may not apply for an LTO within 5 years after revocation.
