Presidential Decree No. 98 regulates the issuance of license plates for motor vehicles in the Philippines, specifying guidelines, fees, and different colored plates for various types of vehicles, while amending and repealing existing laws on the subject.

It regulates the issuance of license plates for all motor vehicles to promote traffic safety at night and aid the campaign against night crimes and lawlessness.

Owners of motor vehicles and trailers registered under Republic Act No. 4136.

It may be charged at not more than 15% higher than the acquisition cost, for each pair including the numerals indicating the year of registry.

They must be reflective (reflectorized) number plates designed to improve visibility at night.

Even vehicles exempt from registration fees must bear plates designed and reflectorized with different colors to distinguish the class from others.

Motor vehicles exempt from payment of registration fees, motor vehicles for hire, and privately-owned motor vehicles.

No two license plate numbers bearing the same numerals shall be issued to any motor vehicle regardless of place of issue or type, kind, or ownership of the vehicle.

RA 4136 is amended accordingly to comply with the regulations on reflective plates and the fees/plate requirements under PD No. 98.

Republic Act No. 5715 is expressly repealed.

It takes effect immediately upon issuance.
