Their entitlement is subject to approval of the Secretary of the Department of Transportation and Communications upon the recommendation of the Assistant Secretary of the Land Transportation Office.

To motor vehicles duly registered in the name of the above-listed officials or to their respective spouses.
Not more than two (2) pairs of low-numbered/protocol plates for issuance to two (2) motor vehicles.
The President, Vice President, President of the Senate, Speaker of the House of Representatives, and the Chief Justice of the Supreme Court.
Not more than four (4) pairs.
Assignment or transfer of low-numbered/protocol plates to unauthorized persons or motor vehicles by officials entitled thereto is strictly prohibited.
It is sufficient cause for revocation of the privilege and for confiscation of the issued protocol plates, and imposition of the corresponding penalty for the violations as provided by existing laws.
The Assistant Secretary, Land Transportation Office, is authorized to promulgate the necessary regulatory measures to implement the order.
