Q&A (DENR ADMINISTRATIVE ORDER NO. 49 S. 1992)

The primary policy and objective is to promote the protection, conservation, and sustainable management of the forest resources of the Province of Palawan in accordance with Republic Act No. 7611.

A chainsaw is defined as any portable power saw (electric or gasoline engine power) that has teeth linked together to form an endless chain and is usually used for cutting timber.

All owners of chainsaws within the Province of Palawan are required to register their chainsaws with the Provincial Environment and Natural Resources Office (PENRO) within thirty (30) days from the effectivity of the Order.

Failure to register will subject the owner to liability, including potential confiscation of the chainsaw and criminal prosecution if evidence warrants.

The certificate must include Chainsaw Registration Number, name of owner, date of purchase, brand, model, serial number, horsepower, purpose, areas/location where the chainsaw will be used, and limitations of use.

The Certificate of Registration is valid for one year and is renewable for another year.

The chainsaw operator must carry an authenticated copy of the Certificate of Registration at all times.

No, a registered chainsaw may only be transported to and used within the province in areas that are covered by an existing timber utilization permit.

The registration fee is Fifty Pesos (P50.00) for every chainsaw registered.

Chainsaws found in the possession or use of any person within areas not covered by a timber utilization permit may be confiscated in favor of the government without prejudice to criminal prosecution if warranted.

A durable sticker bearing the signature of the PENRO, Certificate of Registration Number, and the validity period of registration must be pasted on the chainsaw.

The Order took effect fifteen (15) days after its publication in a newspaper of general circulation.

It relies upon the provisions of Republic Act No. 7611, the Strategic Environmental Plan for Palawan Act.
