It addresses the requirement that scrap buyers had to register in each and every PEZA economic zone where they purchased scrap materials. Under the Memorandum Order, buyers can register with PEZA Central Office once, and the registration will enable them to operate in all PEZA-registered economic zones.

Yes, but only for buyers of specialized scrap materials generated by economic zone locator enterprises that just started operations or generated such specialized scrap materials for the first time, and provided the application includes an endorsement from the CEOs/Presidents of the economic zone locator enterprises.
Scrap buyers may submit applications to PEZA-EADs in the zones where they operate. The PEZA-EAD verifies completeness and accuracy, receives the Registration Fee, and immediately forwards the application to PEZA Central Office.
Scrap Buyer’s Registration Form; DENR Certificate of Non-Coverage (for scrap not containing toxic/hazardous waste) or DENR Accreditation/Environmental Compliance Certificate (for scrap containing toxic/hazardous waste); Mayor’s Permit; and PHP 5,000 Registration Application Filing Fee.
DENR-EMB Permit to Transport is required for buyers that will transport scrap materials containing toxic/hazardous waste. Also, for applications filed outside January and June for specialized scrap materials, there must be a written endorsement by the CEO/President of the economic zone locator enterprise generating the specialized scrap.
The Bureau of Customs (BoC) is solely responsible for valuing scrap materials to determine the import duties and taxes to be paid on the sale of the scrap materials.
In the name of the economic zone enterprise which sells the scrap materials.
They must fill out the PEZA Form 8106 and present the original copy of official receipts evidencing payment of assessed import duties and taxes, and submit a copy of the same to the PEZA-EAD every time they withdraw the scrap materials.
The PEZA-EAD verifies with the BoC the basis for computation of import duties and taxes—i.e., the determined values of different scrap materials, their commodity classifications, and the corresponding tariff rates based on the Tariff and Customs Code.
A fixed SSPF of PHP 500.00 per scrap sales transaction, replacing the previous SSPF of 5% of the value of scrap materials sold.
It applies to sales transactions on which import duties and taxes have been paid to the BoC and withdrawn from the economic zone on the same day the taxes and duties were paid.
Upon demand, they must present a copy of their DENR-EMB Permit to Transport and the Hazardous Waste Manifest, showing valid authority to transport and ensuring delivery only to DENR-Accredited storage, treatment, processing, and/or recycling facilities.
