It allows the Certificate of Registration to be submitted in lieu of: (1) SEC/DTI/CDA registration, (2) Mayor’s Business Permit, (3) BIR Tax Clearance Certificate, (4) Latest Business Income Tax Returns, (5) PHILGEPS/GEPS Registration Certificate, (6) Audited Financial Statement (stamped received by BIR or accredited financial institution), (7) Statement of completed/ongoing/awarded contracts for at least five years, and (8) Authenticated exclusive distributorship agreement issued by a foreign manufacturer/authority to sell.

The supplier must renew the concerned documents on or before their expiration. Otherwise, the Certificate of Registration will not serve as a valid substitute for the expired or ineffective document during eligibility examination or post-qualification.

The process shall be completed within three (3) calendar days after submission of all requirements.

The registration is based on: (a) an application letter; (b) submission of authenticated machine copy of the documents listed in paragraph 4.d (in two copies each, duly authenticated by the applicant himself); and (c) payment of a non-refundable registration fee of P1,000.00.

It is filed at the NHQ BAC Secretariat Division of the Directorate for Logistics. The Certificate of Registration is signed by the Head, NHQ BAC Secretariat, and the Director for Logistics.

The applicant must pay the registration fee at the 14th Finance Service Office (FSO), which issues the official receipt based on the Order of Payment issued by the BAC Secretariat.

The collected amount is treated as trust receipts and shall be used in accordance with DBM Budget Circular No. 2007-3 for BAC operations and related purposes such as advertisement, development/preparation of bidding documents, test and evaluation by TWGs, and continuing education/training of BAC/BAC Secretariat/TWGs.

During post-qualification, the TWG may require the NHQ BAC Secretariat to provide authenticated copies of paragraph 4.d documents to verify whether they lapsed or became ineffective on or before or during opening and examination of bids.

The concerned supplier/manufacturer/distributor/contractor shall not be considered and shall be post-disqualified.

The applicant may be investigated and, as evidence warrants, charged criminally in cooperation with the agency that issued the falsified clearance or permit. Additionally, the applicant may be blacklisted or barred from participating in any PNP procurement according to the Revised IRR of RA 9184.

It shall not entertain applications if the clearances and permits supporting the application are not valid for at least one (1) year duration.

Section 23.4 of the Revised IRR of RA No. 9184 (GPRA) and Section 26, RA No. 6975 (DILG Act of 1990).

Infrastructure Projects include various construction/improvement/rehabilitation/demolition/repair/restoration/maintenance works (e.g., roads/bridges, airports/seaports, communication facilities, civil works components of IT, irrigation/flood control, water supply/sanitation, energy/electrification, national/school/hospital buildings, and related construction projects). Goods include all items, supplies, materials, and general support services except consulting services and infrastructure projects.

It takes effect after fifteen (15) days from filing at the UP Law Center pursuant to Sections 3 and 4, Chapter 2, Book VII of EO No. 292 (Administrative Code of 1987).
