Fidel V. Ramos reconstitutes the Disposal Committees to expedite the disposal of unserviceable government equipment and property, following the withdrawal of the Commission on Audit from membership.

Executive Order No. 285 created the Disposal Committee at the national level composed of the representative of the owning agency as Chairman, with representatives of the Commission on Audit (COA) and Department of Budget and Management (DBM) as members, as well as Regional Disposal Committees composed of representatives of the regional owning agency as Chairman and representatives of the COA Regional Office and DBM Regional Office as Members.

There was a need to reconstitute the Disposal Committees because the Commission on Audit (COA) withdrew from being a member due to the lifting of all pre-audit activities as mandated by Section 2(2), Article IX-D of the Constitution.

The disposal responsibility is pursuant to Section 10 of the General Provisions of Republic Act No. 8174.

The Chairman should be a senior official with a rank not lower than an Assistant Secretary for a department, Assistant Director for a bureau/agency, or department manager for a Government-Owned and Controlled Corporation (GOCC).

Members include the Head of the Department's administrative service or agency's administrative division or the GOCC's equivalent organizational unit, and the Head of the property unit.

To avoid further deterioration, especially those exposed to the elements.

They are repealed or modified accordingly as per the repealing clause in Section 2 of EO No. 309.

It took effect immediately upon its signing on March 8, 1996.
