To recognize Muslim religious holidays and provide for their official observance as national holidays in specified Muslim provinces and cities, as well as in other places where Muslims significantly reside or upon request.
The decree states it was issued by the President by virtue of powers vested by the Constitution as Commander-in-Chief, and pursuant to Proclamation No. 1081 (Sept. 21, 1972) and General Order No. 1 (Sept. 22, 1972), as amended.
Sulu, Tawi-Tawi, Davao del Sur, Davao Oriental, Davao del Norte, South Cotabato, North Cotabato, Sultan Kudarat, Lanao del Sur, Lanao del Norte, Zamboanga del Sur, and Zamboanga del Norte.
Iligan City, Marawi City, Zamboanga City, Basilan City, Cotabato City, and General Santos City (and such other Muslim cities that may be created).
Muslim holidays may be officially observed in other provinces/cities where a significant number of Muslims reside, or upon request of Muslim residents therein, upon proclamation by the President.
Eid-ul-Adha (Hariraya Haji), Muharram (Ashura), Eid-e-Milad-un Nabi (Ascension), Eid-ul Fitr, and Maulod-en-Nabi (Prophet’s Birthday).
On the 10th day of the 12th Lunar month of Zull-Haj.
On the 10th day of the 1st Lunar month Muharram.
On the 12th day of the 3rd Lunar month Rabbi-Awwal.
On the 1st day of the 10th Lunar month of Shawwal.
On the 12th day of the 3rd Lunar month Rabbi-Awwal.
By reference to the Muslim Lunar Calendar, the appearance of the moon, or Islamic astronomical calculations—whichever is possible or convenient.
The Muslim community and/or the Islamic Directorate of the Philippines, Inc. must advise the President at the start of the calendar year but not later than 15 January.
Muslim employees of the Government other than in the places enumerated under Section 1 shall be excused from reporting to office to observe the Muslim holidays.
By Presidential Proclamation allowing Muslims employed in private offices, agencies, or establishments to be excused from reporting to work without decrease or reduction in their usual compensation or pay during the Muslim holiday.
The Office of the President, which shall promulgate rules and regulations pursuant to the decree upon consultation with leaders of the Muslim community.
All laws, executive orders, rules, and regulations inconsistent with P.D. 291 are hereby repealed or modified accordingly.
Immediately upon its issuance/effectivity (stated in Section 8).
