Executive Order No. 67 reorganizes the Office of the President in the Philippines by transferring certain agencies to different government departments, abolishing certain functions, and establishing new roles and responsibilities within the Executive Office.

The primary purpose of Executive Order No. 67, s. 2018 is to rationalize the Office of the President by consolidating its core mandates and strengthening the democratic and institutional framework of the executive department for improved coordination, efficiency, and governance.

EO No. 67, s. 2018 amends, repeals, or modifies EO No. 99, EO No. 01, EO No. 09, and all other executive issuances inconsistent with its provisions.

The Technical Education and Skills Development Authority and Cooperative Development Authority were transferred to the Department of Trade and Industry; the National Commission on Muslim Filipinos, Philippine Commission on Women, and National Youth Commission were transferred to the Department of the Interior and Local Government; and the National Anti-Poverty Commission, National Commission on Indigenous Peoples, and the Presidential Commission on the Urban Poor were transferred to the Department of Social Welfare and Development.

The Cabinet Secretariat assists the President in establishing agenda topics for Cabinet deliberation, facilitates discussions in Cabinet meetings, serves as the head secretariat of the different Cabinet Cluster secretariats, and participates in Cabinet Cluster meetings and National Economic and Development Authority Board and committee meetings.

The Office of Participatory Governance (OPG) and the Performance and Projects Management Office (PPMO) were abolished by EO No. 67.

The functions of the OPG under EO No. 09 were absorbed by the Department of the Interior and Local Government, while the functions of the PPMO are to be performed by the Presidential Management Staff as part of its mandates.

The Executive Office has control and supervision over the STAR Office and all its constituent offices.

Section 31, Chapter 10, Title III, Book II of EO No. 292 and Section VII of the 1987 Constitution grant the President continuing authority and the power of control over the executive departments, bureaus, and offices, thus authorizing reorganization of the Office of the President.

The transfer aims to strengthen the democratic and institutional framework of the executive department by rationalizing policy formulation, enhancing agency convergence, promoting participatory governance, eliminating roadblocks, and improving the delivery of essential public services consistent with the Administration’s socio-economic agenda.

The right-sizing policy aims to streamline mandates under relevant offices to avoid duplication of functions, enhance responsiveness, and improve efficiency in government operations.
