It cited Section 17 (VH) of the 1987 Constitution (power of control over executive departments, bureaus, and offices) and Section 31, Chapter 10, Title III, Book II of EO No. 292 (Administrative Code of 1987), which vests continuing authority in the President to reorganize the OP.
EO No. 67 transfers their supervision to specific executive departments: (a) TESDA and CDA to the Department of Trade and Industry; (b) NCMF, PCW, and NYC to the DILG; and (c) NAPC, NCIP, and the Presidential Commission on Urban Poor to the DSWD.

The Office of Participatory Governance (OPG) and the Performance and Projects Management Office (PPMO) were abolished. The functions of the OPG are absorbed by the DILG; the functions of the PPMO are performed by the PMS as part of its mandates.
It streamlined OP mandates to avoid duplication of functions and enhance responsiveness, consolidating oversight and realigning functions within the Executive Office, Cabinet Secretariat, and PMS while abolishing certain offices.
If any provision or part of the EO is declared invalid, illegal, or unconstitutional, the remaining provisions not affected continue to have force and effect.

EO No. 292 provides the OP Proper structure (Executive Office, Common Staff Support System including OCS, PMS, and special assistants/advisers system) and authorizes the President to reorganize the OP on a continuing basis.
The Cabinet Secretariat/Cabinet Secretariat assists with Cabinet agenda and facilitates meetings and serves as head secretariat of Cabinet clusters; the PMS monitors implementation of directives and provides policy inputs to the Executive Office.
