Executive Order No. 285 rationalizes the operations of the Garments and Textile Export Board (GTEB) in the Philippines, phasing out its major function of managing export quotas and providing a separation package for affected personnel, while also streamlining the organization and compensation structure.

The main purpose is to rationalize the operations of the Garments and Textile Export Board (GTEB) due to the phasing out of garment and textile export quotas and to streamline its functions before deactivation in 2005.

Because the garments and textile export quotas were to be totally eliminated by 2005 due to the Philippines' accession to the WTO, removing GTEB's major function of quota management, thus necessitating the rationalization of its remaining functions.

The Secretary of the Department of Trade and Industry (DTI) is ordered to rationalize the GTEB and prepare a winding-up plan for its deactivation by 2005.

They are entitled to a separation benefit equivalent to two months of their latest compensation for every year of government service, in addition to all gratuities and benefits under existing laws, rules, and regulations.

They must refund the government the full amount of the separation benefits previously received.

The separation package is available up to December 2004 for those whose positions are identified as critical in the performance of the rationalized GTEB's remaining functions.

All personnel-related movements must be implemented in accordance with Civil Service Commission (CSC) rules and regulations.

Funding will be sourced from the GTEB's income as reflected in its COA-submitted financial statements or reports as of December 31, 2002.

Their salaries and benefits shall conform to Republic Act No. 6758, the Salary Standardization Law.

It took effect 15 days after its publication in the Official Gazette or a newspaper of general circulation, whichever came earlier.
