The purpose is to ensure transparency and public service in the affairs of the Commission by establishing rules for raffling/assigning cases and the publication requirement.
The hearing must be scheduled within fifteen (15) days from the date of filing the application/petition.
The applicant, its counsel or duly authorized representative, and affected parties must attend and witness the public raffle.
The publication requirement for the application/petition is also raffled among duly accredited publishing companies.
The criteria are: (a) The publication should have nationwide reach; (b) There should be, as far as practicable, uniform publication rates.
The applicant has the sole responsibility for effecting the publication requirements.
The applicant must submit a copy of the actual publication and a duly notarized Affidavit of Publication.
The Commission is authorized to defer the raffling/assignment of the case.
No, any circulars, orders, instructions, or parts thereof inconsistent with this memorandum are deemed superseded and amended accordingly.
The Legal Department, in coordination with the Secretariat, schedules the hearing for raffling/assigning the case within fifteen days from filing.
