Executive Order No. 73 was issued by the President of the Philippines “by virtue of the powers vested in me by the Constitution and section 2 of Republic Act No. 33,” to create and constitute the Radio Broadcasting Board as an agency to administer and accept surplus properties acquired from the United States.
The U.S. Information Service transferred and conveyed to the Government of the Republic of the Philippines the free use of all radio broadcasting equipment and facilities then existing and utilized by Radio Station KZFM, plus other radio equipment declared surplus and transferable.
The Board is composed of the Press Secretary of the Office of the President as Chairman, and four other members appointed by the President of the Philippines.
They “shall not receive any additional compensation” but may be allowed to collect a per diem of twenty-five pesos for each day of actual attendance at meetings called by the Chairman.
For administrative purposes, the Board is under the control and supervision of the Chief of the Executive Office.
The Board shall administer and operate all broadcasting equipment and facilities used by Radio Station KZFM, and such other radio equipment as may be declared surplus and transferred to the Government or later acquired by the Board.
The Board must provide the Government of the Republic of the Philippines with a ready broadcasting station.
It provides an effective medium to bring the Government nearer to the people and to disseminate government information.
It should serve as a vehicle for advertising needed articles for educational and cultural purposes, including books, magazines, school and medical supplies and equipment, educational and cultural movie programs, and agricultural implements, seeds, and supplies.
Subject to the approval of the President, the Board appoints a manager and fixes the manager’s compensation.
The manager, with the approval of the Board, appoints technical, clerical, and other employees as necessary. All appointments for positions with compensation of two thousand four hundred pesos per annum or more require approval of the President.
It appropriates the sum of two hundred thousand pesos from National Treasury funds not otherwise appropriated as a revolving fund for operation and maintenance of the office.
The Board must submit its annual report and balance sheet to the President of the Philippines.
The station is Radio Station KZFM. It is central because the Board is created primarily to administer and operate the broadcasting equipment and facilities of KZFM and any additional surplus radio equipment.
