Executive Order No. 72, issued on February 11, 2002, originally mandated the rationalization of the organization and supervision of 90 agencies, task forces, and other bodies under and attached to the Office of the President.
The President acts under Section 31, Chapter 10, Title III, Book III of Executive Order No. 292 (Administrative Code of 1987), which grants continuing authority to reorganize the administrative structure of the Office of the President.
Eight agencies were abolished: 1) Office of the Presidential Adviser for Children’s Affairs, 2) National Drug Law Enforcement and Prevention Coordinating Center, 3) Greater Metropolitan Manila Solid Waste Management Committee, 4) National Maritime Safety Coordinating Council, 5) Cabinet Oversight Committee on Peacekeeping and Development Operations, 6) Special Task Force on the Winding-Up of the Operations of the Cordillera Administrative Region, 7) Task Force on Additional Incentives Package for Investors, and 8) Inter-Agency Task Force for Coastal Environmental Protection.
The functions of abolished agencies were transferred to appropriate departments such as OPAPP, NEDA, DTI, HUDCC, DOF, or other concerned agencies, ensuring continuity of government programs and services aligned with departmental functions.
The Office of the Executive Secretary, with assistance from the Department of Budget and Management, is responsible for ensuring the smooth and efficient implementation of dispositive actions and winding-up of activities.
The winding-up plan must be completed not later than ninety (90) days after the effectivity of EO 145.
EO 145 took effect upon its publication in the Official Gazette or in a newspaper of general circulation, whichever came earlier.
Functions related to reconciliation and reintegration programs from the National Program for Unification and Development Council, advisory roles from the National Peace Forum, and coordination and monitoring of the Education for Peace and Development Program from the Committee for the Education for Peace Program were transferred to OPAPP.
The disposition is governed by the Rules and Regulations Implementing EO 72 dated March 15, 2002, which detail the processes for winding-up operations, handling personnel, and managing assets and liabilities.
