PSO Circular No. 92-34-A dated June 25, 1992, in connection with Circular No. 92-34 dated June 22, 1992.
Postmasters in places where there are no branches/field offices of the Land Bank of the Philippines may purchase or exchange their cash with cashier's or manager's checks.
From the nearest branches of the Philippine National Bank or other commercial banks, excluding savings banks or rural banks.
The checks should be payable in favor of the postmaster concerned.
By signing over his printed name, followed by the names of the post office and the city/town of location of the post office.
The checks shall be deposited with the Land Bank in accordance with Circular No. 92-34.
Fees are paid out of the postmaster's collections.
The receipts shall be held as cash items until redeemed by the Regional Office concerned.
The postmaster shall submit a voucher to the Regional Office for reimbursement of said fees.
The Regional Office treats it as a budgetary expense and issues a check to reimburse the fees.
Copies are furnished to all postmasters, city/provincial auditors, and others concerned.
