The Polytechnic University of the Philippines is mandated to establish a new campus in Quezon City, offering graduate, undergraduate, and vocational courses, while ensuring compliance with educational standards and appropriating necessary funds for its operation.

RA 11347 is titled the “PUP-Quezon City Campus Act.” It establishes a campus of the Polytechnic University of the Philippines (PUP) in Quezon City, NCR, known as the PUP-Quezon City Campus.

The campus is known as the PUP-Quezon City Campus.

The campus is headed by a Campus Administrator who renders full-time service. The Campus Administrator is appointed or designated by the Board of Regents (BOR) upon the recommendation of the search committee and the President, subject to qualification and standards set by the BOR.

It may offer graduate, undergraduate, and short-term technical-vocational courses within PUP’s areas of specialization.

The BOR may determine admissions and course offerings “according to its capabilities” as well as based on what it deems necessary to carry out the university’s objectives and respond to the needs of Quezon City and the NCR.

It must undertake research and extension services in the Quezon City Campus and provide progressive leadership in these areas, including offering graduate degrees under the PUP Open University System.

The establishment must ensure that the minimum requirements for operation and program offerings have been complied with, as duly prescribed by the Commission on Higher Education (CHED).

It transfers all assets (real and personal), personnel, and records of the PUP-Quezon City Campus to PUP, as well as liabilities or obligations.

It respects the positions, rights, and security of tenure of faculty members and personnel employed at the PUP-Quezon City Campus under existing laws prior to integration into PUP.

All parcels of land belonging to the government occupied by the campus are declared property of PUP and entitled under PUP’s name.

If PUP ceases to exist or is abolished, or no longer needs the parcels, the land shall revert to the concerned local government units (LGUs).

Republic Act No. 8292 (Higher Education Modernization Act of 1997) is integral to RA 11347 and together serves as the governing charter of the university.

All powers, functions, privileges, responsibilities, and limitations applicable to state universities and/or their officials under existing laws are deemed granted or imposed upon the university and/or its officials whenever appropriate.

The amount necessary is to be included in the annual General Appropriations Act.

The remaining parts not affected thereby remain in full force and effect (separability clause).

Yes. All other laws, presidential decrees, executive orders, issuances, rules and regulations contrary or inconsistent with RA 11347 are repealed or modified accordingly.

It takes effect fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
