It sets the LTFRB rules/requirements for applications for franchises to operate “Public Utility Bus,” including the allowable vehicle features, route characteristics, fare basis, and the temporary acceptance of petitions despite a moratorium on new franchise applications.
The circular is issued “in accordance with” DOTC Dept. Order No. 97-1097, which provides standard classification for public land-based transport conveyances; thus, it provides the specific rules for the classification/operation of Public Utility Buses.
