The Public Estates Authority (PEA) is primarily responsible for all reclamation projects in the Philippines.

All reclamation projects must be approved by the President of the Philippines upon recommendation of the Public Estates Authority (PEA).

The Public Estates Authority (PEA) can undertake reclamation projects either directly or through proper contracts executed with any person or entity.

National government agencies can undertake reclamation projects authorized under their charter but only after consultation with the PEA and with the approval of the President.

The PEA advises and assists the President on reclamation policies, issues rules and regulations for reclamation projects, coordinates with government agencies, monitors project progress, and performs other functions as directed by the President.

All lands reclaimed by the Public Estates Authority (PEA) are owned by the PEA.

Income derived from the sale, lease, or use of reclaimed lands by the PEA shall be used in accordance with the provisions of Presidential Decree No. 1084.

The President's authority to reorganize national government functions, including reclamation projects, is provided under Presidential Decree No. 1416.
