Any person who possesses loose firearms may surrender them to the Philippine National Police for custody and apply for the corresponding license within one (1) year from the effectivity of the order.
As a general rule, high-powered rifles and paltik firearms are not allowed for licensing. However, the Chief of the PNP may allow the licensing of some high-powered firearms at his discretion.
Those who surrender firearms under the amnesty provided will not be prosecuted for illegal possession of firearms while in the act of surrendering the said firearms.
An amnesty fee of Three Thousand Pesos (₱3,000.00) is required for high-powered firearms, and Two Thousand Pesos (₱2,000.00) for low-powered firearms for each firearm registered.
Fees collected are treated as a Trust Liability and deposited in a Special Account in an Authorized Government Depository Bank to support the nation-wide implementation of firearms information and ballistic systems. Any unexpended balances revert to the General Fund.
They shall retain 20% of the gross proceeds of the collections to support their respective direct costs of licensing operations.
The Chief of the Philippine National Police (CPNP) shall issue the Implementing Rules and Regulations, subject to the approval or concurrence of the Secretary of the Interior and Local Government (SILG).
All orders, issuances, rules, and regulations or parts thereof inconsistent with this Executive Order are repealed or modified accordingly.
The submission and registration of loose firearms will increase the capability of the Firearm Ballistics Data Bank to investigate crimes committed with firearms, and the order encourages the enhancement of technology for utilizing this data bank effectively.
