Illegal or unauthorized counterflow means going against the flow of traffic, such as counterflow on a one-way street and driving on the wrong side of the street.

It applies to all city and municipal roads within Metropolitan Manila.

The driver shall be fined Two Thousand Pesos (P2,000.00) per offense.

The driver's license shall be suspended for three months for the first offense, six months for the second offense, and revoked upon the third offense.

The Metro Manila Council enacted MMDA Regulation No. 97-003.

It was adopted pursuant to Section 6 of Republic Act No. 7924.

Any ordinance, rules, regulations, or issuances inconsistent with this regulation are repealed or modified accordingly.

It took effect fifteen (15) days after its publication in two newspapers of general circulation in Metro Manila.

Because illegal counterflow violations were a major cause of traffic congestion and accidents, and stiffer penalties aim to reduce vehicular accidents and alleviate the worsening traffic situation in Metro Manila.
