It provides guidelines for the detail of AFP and PNP personnel to civilian offices and officials (and for protective security), rationalizing and updating the rules for their utilization, and repeals EO Nos. 41 (1966) and 207 (2016).
It is a commissioned AFP officer in active service, selected to provide general assistance to entitled government officials and foreign military/civilian dignitaries.
It is a commissioned AFP officer with a field grade rank in active service (or appropriate Technical Service rank) detailed to a civilian office/official to render professional/technical advice and assistance on military matters.
It is an AFP non-commissioned officer with ranks such as Staff Sergeant, Technical Sergeant, and Master Sergeant (or equivalent) detailed to a civilian office/official for administrative assistance on military matters.
It refers to PNP personnel (primarily from the PSPG) detailed to provide security and ensure safety of covered government offices/officials or authorized individuals.
The President (in number/grade as he determines); the Vice President when visiting foreign military or civilian dignitaries (in number/grade as DND Secretary may determine); the DND Secretary (as determined by the DND Secretary); and other government officials as determined and approved by the DND Secretary.
The President; the Vice President, Senate President, Speaker of the House of Representatives, Executive Secretary, Chairperson of the Senate Committee on National Defense and Security, Chairperson of the House Committee on National Defense and Security, National Security Adviser, and the Director General of the National Intelligence Coordinating Agency—each in number/grade as determined and approved by the DND Secretary; plus other government officials as determined/approved by the DND Secretary.
The President shall have such Military Administrative Assistants as he may determine; the officials listed under Section 2(a)(ii), 2(a)(iii), 2(a)(iv), 2(b)(ii), and 2(b)(iii) may also be entitled, as determined and approved by the DND Secretary.
Military personnel cannot be detailed to other government officials except those enumerated in Section 2, and cannot be detailed/assigned to private individuals unless approved by the President upon recommendation of the DND Secretary.
The PNP shall provide protective security in accordance with existing PNP issuances, guidelines, and procedures on availment of Protective Security (subject to approval of the DILG), which may be amended or supplemented by the PNP.
In no case more than twelve (12) personnel total, in such combination of Military Assistants, Military Administrative Assistants, and/or Protective Security as the Former President may determine.
In no case more than six (6) personnel, in such combination of Military Administrative Assistants and/or Protective Security as the entitled individual may determine.
Except for detail of military personnel to the President, initial detail, extensions, and termination require evaluation and recommendation by the AFP Chief of Staff, and approval by the DND Secretary.
The Director General of the PNP.
Initial detail is for one (1) year unless earlier terminated. For exceptional and highly justifiable reasons, it may be extended to a maximum of three (3) years.
The separation from office of the entitled government official automatically terminates the concerned military personnel’s detail.
Their duration is governed by the PNP rules and regulations for the availment of Protective Security, approved by the DILG.
It does not apply to the detail of military personnel to Philippine diplomatic missions abroad, and those under the Presidential Security Group.
