The main objective of Executive Order No. 817 is to provide for the government's intensified campaign against loose firearms in order to reduce their number and address criminality related to firearms.
As of May 2009, there were an estimated 1,110,277 loose firearms nationwide.
The categories include 559,326 firearms with expired/unrenewed licenses, 15,676 firearms with threat groups, 5,726 firearms with criminal elements, and 529,550 unregistered firearms with the general population.
Ninety-seven percent (97%) of all crime incidents involving firearms were committed using loose or unregistered firearms from 2004-2008.
The agencies mandated include the AFP, NBI, BOC, Philippine Ports Authority, Philippine Drug Enforcement Agency, and all other Law Enforcement Agencies, independently or jointly with the PNP.
The Final General Firearms Amnesty is implemented for one month, from October 1 to October 31, 2009.
All individual and judicial entities with expired licenses and/or unregistered firearms can avail of the amnesty to renew licenses and register firearms without penalty during the amnesty period.
NALECC, in coordination with other government agencies, is to review existing firearms laws and propose necessary amendments for an effective National Firearms Control Program.
They are repealed or modified accordingly to conform with Executive Order No. 817.
