RA 4090 provides for state scholarships in science, arts, and letters for poor but deserving students, creates a State Scholarship Council to integrate and administer all scholarship programs, and appropriates funds for the program.
They are selected annually from the graduating classes of all public and private high schools throughout the Philippines who are poor but deserving.
Expenses such as tuition, matriculation, other school fees, prescribed textbooks and equipment, board and lodging, clothing, travelling expenses, and miscellaneous allowances.
The candidate must belong to the first ten of their respective graduating classes.
They must attain and maintain tests, standards, or criteria that will insure they are specially gifted in the particular fields chosen by them.
They (and their parents, or other persons required by law to give support if the parents are dead) have no resources to finance them for higher education.
They must be of good health, excellent moral character, and unquestionable integrity.
They must be natural-born citizens of the Philippines and must not be more than 21 years of age at the time of selection.
To consolidate, integrate, systematize, administer, and implement all programs of government scholarships (national, provincial, municipal) as well as private scholarships entrusted to it.
It prescribes tests/criteria; determines the number of scholars and courses based on societal needs; selects qualified colleges/universities; screens and approves candidates per Sections 1 and 2; approves or fixes allowed expenses for individual State Scholars and authorizes payment out of appropriated/contributed scholarship funds.
Existing scholarship programs under the jurisdiction/control of other government entities are referred to the State Scholarship Council, and all their powers and duties relating to scholarships are vested in and imposed on the Council.
It includes the Secretary of Education (Chairman), President of the University of the Philippines, Chairmen of the Senate and House Education Committees, Chairman of the National Science Development Board, Director of Public Schools, Director of Private Schools, and two non-governmental educational professional representatives appointed by the President with Commission on Appointments consent.
Regular meetings once a month; special meetings when needed upon call of the Chairman or at the request of any three members. A majority of all members constitutes a quorum.
Public officials receive no additional compensation. Private citizen members receive PHP 25 per meeting actually attended, but no compensation for more than two meetings per month.
The Executive Secretary carries out the Act and the Council’s policies/decisions/resolutions/rules/regulations under the Council’s supervision/control. He is appointed by the President upon recommendation of the Council with consent of the Commission on Appointments.
An annual appropriation beginning with the fiscal year 1964–1965 (as stated in the Act) of PHP 2,000,000 from funds in the National Treasury not otherwise appropriated, with additional sums as necessary included in the annual General Appropriations Acts.
All laws, orders, resolutions, ordinances, rules and regulations inconsistent with RA 4090 are repealed.
