The legal basis is Section 12 of Republic Act (R.A.) No. 5921, which requires any person employed as a detailman by pharmaceutical/drug establishments doing business in the Philippines to register with the Board of Pharmacy at the beginning of each year.

A detailman is one who represents a duly authorized manufacturer, dealer, distributor, representative, or wholesaler of drugs/pharmaceuticals, biologics, and devices, whose primary duty is to introduce or reacquaint products to qualified health professionals through promotion and presentation of use, composition, action, dosage, administration, contraindications, advantages, and other salient information.
No absolute requirement is stated; the text says the applicant is “preferably” a graduate of a college of pharmacy.
An initial fee of ₱150.00 upon registration and thereafter ₱15.00 charged annually for renewal.
