The purpose is to promulgate rules and regulations governing the construction, installation, and operation of radio transmitting stations, radio receiving stations for commercial purposes, or television or radio broadcasting stations under temporary permits issued by the President of the Philippines.
The Radio Permit Committee is composed of the Secretary of Justice as Chairman and the Secretary of Public Works and Communications, the Secretary of Instruction, the Secretary of Labor, and the Secretary of National Defense as members. The Superintendent of the Radio Control Division of the Department of National Defense is the Secretary of the Committee.
The Radio Permit Committee, with the authority of the President, shall issue radio permits in accordance with the rules and regulations prescribed in the Executive Order.
The applicant must provide: name and address, citizenship, corporate organization details if applicable, description of transmitting apparatus, type of frequency control, frequency stability, frequency in kilocycles, types of emission, maximum power of transmitter, geographical location of stations, statement of ability and qualifications, and purpose of the station.
The permit may be cancelled or withdrawn if the construction of the station is not begun within three months from the date of issue, or if the station causes interference to other radio services or violates other terms and conditions set forth in the Executive Order.
Operations must contribute to public welfare, assist in public information and education, conform to honest enterprise ethics, not disseminate false information or misrepresentations, not harm public health, nor incite or assist in subversive or treasonable acts.
Permittees granting facilities for controversial political opinions must afford equal opportunities to proponents of other views. If a legally registered candidate is allowed to use the station, equal opportunities must be given to all candidates for the same office. There is no obligation to allow political use, but commercial stations may disseminate legitimate, impartial news.
Stations must be operated by licensed operators, broadcast stations must have a minimum rated carrier input power of 1,000 watts, transmitters must be wired and shielded according to good engineering practice, and include necessary safety features.
The Committee may institute inquiries on its own or based on complaints and make recommendations to the President concerning matters under the Executive Order.

Suitable time shall be allocated over commercial radio broadcasting stations for educational programs in the public interest, with material provided by the Department of Instruction, other government departments, or private educational institutions.
