Foreign tourists in the Philippines are prohibited from engaging in political activities, and violators may face deportation proceedings, as approved by Commissioner Siegfred B. Mison and Secretary Leila M. De Lima.

The main purpose is to prohibit foreign tourists in the Philippines from engaging in political activities, as these rights are exclusive to Filipino citizens.

Foreign tourists are individuals visiting the Philippines on a temporary basis who are not Filipino citizens and do not enjoy the full political rights granted to citizens.

Foreign tourists are prohibited from joining, supporting, contributing to, or involving themselves in any political activity, including rallies, assemblies, or gatherings either for or against the government.

Political activities include any act defined by law and jurisprudence related to participation in rallies, assemblies, or any form of political gathering, regardless of stance towards the government.

Foreign tourists who violate the prohibition shall be subject to deportation proceedings under Section 37(a)(7) of Commonwealth Act No. 613, as amended.

The Bureau of Immigration enacted this Operations Order.

It took effect immediately upon issuance on July 3, 2015.

Copies were furnished to the Office of the National Administrative Register (ONAR), U.P. Law Center, U.P. Diliman, Quezon City.

Section 3 of Commonwealth Act No. 613 provides the commissioner's rule-making authority used to issue this Order.
