Complete bidding documents and specifications shall be prepared for issuance to all interested bidders, including pro-forma bid documents and equipment specifications templates.

Electric cooperatives shall not charge more than P10,000.00 for the bidding documents.

It must be advertised at least two times within a period of one week in newspapers of general circulation.

For projects below P500,000, the Invitation to Bid can be posted in strategic places within the electric cooperative's headquarters or sent to accredited suppliers or manufacturers.

The ABC sets the ceiling cost for awarding contracts, and bids higher than the ABC should automatically be rejected.

The first stage is technical evaluation to check bidder eligibility; the second stage involves opening the sealed financial proposals of eligible bidders. Financial proposals of non-eligible bidders are returned unopened.

The BAC is constituted by the General Manager and is composed of Department Managers, the Internal Auditor, and a representative from the rank and file to act as observers.

The Board Resolution confirming the results, along with all supporting documents such as bid abstracts, minutes of bid opening, and compliance checklists.

The procurement process should adhere to transparency, accountability, equity, efficiency, and economy to prevent doubts and delays caused by questionable procedures.
