DENR Memorandum Order No. 99-03 establishes procedural guidelines for the processing and issuance of Special Quarry and Sand and Gravel Permits to extract sand and lahar materials in designated mineral reservations and lahar-affected areas, ensuring compliance with environmental regulations while facilitating government infrastructure projects and supporting local economies.

Any Filipino individual with legal capacity to enter into a contract, cooperatives, partnerships, and corporations duly organized and registered with the Securities and Exchange Commission or other appropriate government agency may apply for the permits.

One (1) meridional block of five seconds (5") longitude and ten seconds (10") latitude or approximately four and one half (4.5) hectares more or less.

Fees include a filing fee of P10.00, a processing fee of P500.00, and P20.00 for P.D. 1856 as amended. These fees may be increased by the Secretary upon recommendation of the Director.

Applicants must submit a survey plan, area clearance or landowner permission, certification from NRDC, a quarry operational plan, an Environmental Compliance Certificate or a commitment to submit one, proof of technical competence, photocopy of corporate documents if applicable, and other supporting papers as required.

To inform the public and concerned offices about the application for transparency, allow for any adverse claims, protests, or opposition to be filed within 30 calendar days, and ensure these are resolved before permit approval.

Within fifteen (15) working days from receipt of the permit application.

The concerned Regional Director, Provincial Governor, or City Mayor shall exert all efforts to resolve the conflict. Applications within mineral reservations are exempt from the area clearance process.

Failure to register the permit within the prescribed period shall be sufficient ground for cancellation of the permit.

The minimum verification charge is P3,000, calculated at P1,000 per man/day.
