EO No. 284 states that the PMA is an institution created by the National Defense Act and that it is both a military training institution and a college under the control and supervision of the Department of National Defense. As an educational institution, it has authority to grant a baccalaureate degree on its graduates.
The PMA must maintain and update its Faculty Merit System in accordance with the policies and guidelines in EO No. 284: recruitment requires appropriate training and experience in the applicant’s field; selection involves two interview levels, teaching demonstration, physical and neuro-psychological examination, and background investigation; appointment is initially contractual by the PMA Superintendent with faculty rank determined by criteria used by other SUCs/HEIs/TEIs, with possible recommendation for regular/permanent appointment after one year of satisfactory service.
EO No. 284 requires a stringent selection process consisting of (1) two levels of interviews, (2) teaching demonstration, (3) physical and neuro-psychological examinations, and (4) background investigation prior to appointment.
The PMA Superintendent initially appoints the applicant on a contractual basis to a faculty rank determined by the relevant evaluation criteria used by other SUCs/HEIs/TEIs. After one year of satisfactory service, the faculty member may be recommended for regular/permanent appointment.
Civilian faculty shall be employed primarily as instructors of cadets. They may also be assigned collateral duties such as researchers, speechwriters, academic advisers for cadet organizations, administrative officers of academic departments, the Department of Physical Education, and other similar duties due to exigencies of service.
Performance is evaluated every term. The rating is a composite based on cadet ratings, peer ratings, and department head ratings.
EO No. 284 provides that two consecutive unsatisfactory performance ratings are a ground for termination of employment or for sanctions imposed by the PMA, after due process.
Promotion/reclassification to a next higher rank requires: (1) at least “Very Satisfactory” performance ratings for the last two rating periods; (2) a minimum of 8.0 points in the Department Head’s Assessment Potential; and (3) a minimum of 60 points in the Interview Assessment of Personality Traits and Characteristics.
Instructor II corresponds to Salary Grade 13 with 66–76 points; Instructor III corresponds to Salary Grade 14 with 77–87 points; Assistant Professor I corresponds to Salary Grade 15 with 88–96 points (based on EO No. 284’s point allocation table).
A Promotion/Selection Board is created, chaired by the Head, Academic Group. It is composed of three (3) department heads from socio-humanistic disciplines and three (3) from techno-scientific disciplines, which submit recommendations to higher authorities.
EO No. 284 requires progressive faculty development programs to enhance competence, excellence, and professionalism. These include scholarships for higher studies, in-house training, attendance in seminars/workshops/conventions, and enrollment in short courses.
Instructor’s Incentive Pay is an amount not to exceed 25% of the monthly salary, granted if the civilian faculty member satisfies the aggregate minimum monthly instructional load of 30 units per academic year. It is available only while the person remains a PMA civilian faculty member.
No civilian faculty member shall be suspended or dismissed except for cause provided by law and after due process. The Faculty Manual, relevant Command rules and regulations, and the Civil Service Law apply in proceedings.
Civilian faculty without the required master’s degree at effectivity are given five (5) years within which to comply with the requirement.
EO No. 284 states that the amount involved to effect the adjusted salary grades shall be sourced from agency savings and thereafter included in agency appropriations.
