It implements the constitutional guarantee of speedy disposition of cases, including those brought before administrative and quasi-judicial bodies.
Section 14, Chapter 3, Book VII of the Administrative Code of 1987, which mandates that agencies decide each case within thirty (30) days following submission for resolution.

The approving officer shall have ten (10) days from submission of the recommendation to decide the case or incident.

The salary of the officer shall be, or cause to be, withheld by the head of office or immediate supervisor until the officer complies, without prejudice to other appropriate penalties provided by law, rules, and regulations.
Only one motion for reconsideration is allowed, and it must be decided within fifteen (15) days from date of submission for resolution.
No other pleading shall be allowed other than the motion for reconsideration and opposition thereto.
They must be decided within thirty (30) days from the effectivity of EO 26.
They must (1) encourage amicable settlement/compromise/arbitration; (2) adopt mandatory use of affidavits in lieu of direct testimonies unless special law provides otherwise and prefer depositions when practicable; (3) require parties to submit a draft of the decision sought stating facts and law, which the deciding officer may adopt in whole or in part or reject; and (4) avoid postponements and dilatory tactics. Agencies must adopt these rules not later than forty-five (45) days from EO 26’s effectivity.
To prevent delays that defeat the constitutional and statutory goal of speedy and inexpensive disposition of administrative cases.
It applies to government agencies, including departments, bureaus, boards, offices, commissions, authorities, or officers authorized to adjudicate cases, unless otherwise provided by special laws; it does not apply to Congress, the Judiciary, the Constitutional Commission, military establishments in matters exclusively relating to Armed Forces personnel, the Board of Pardons and Parole, and state universities and colleges.
Twenty (20) days following the completion of its publication in at least two (2) newspapers of general circulation.
