A

Q&A (EXECUTIVE ORDER NO. 161)

It modifies or amends issuances or orders providing additional requirements and prescribing standard forms for travel abroad that are inconsistent with this order.

They must accomplish a travel data sheet and, where applicable, a training/scholarship agreement.

The training contract shall bind the scholar to render service corresponding to the period of his training or scholarship grant as per Executive Order No. 129, as amended.

Modification was needed because previous enforcement was non-uniform and there were numerous breaches of contracts. The modification includes adding a guarantor who is a close relative to defray the total cost if the grantee fails to comply.

A close relative of the grantee acts as the guarantor.

The guarantor is responsible for defraying the total cost of expenditures if the grantee fails to comply with the contract conditions.

The Special Committee on Scholarships approved the modified scholarship service contract in Resolution No. 4, dated June 26, 1992.

The Executive Order took effect immediately upon its issuance on February 18, 1994.

Yes, it applies to all agencies and offices of national and local government.
