To prescribe the guidelines, rules, and regulations on the adjustment/computation of salaries, wages, overtime pay, PERA, ADCOM, and other monthly/daily allowances for government employees for April and May 2002 in relation to Administrative Order No. 32.
All employees under the Executive Branch of government, GOCCs, GFIs, and local water districts (LWDs) that opt to adopt the adjusted official working hours.
No. They are only encouraged (not required) to adopt the adjusted official working hours and the provisions of the Circular at their own discretion.
Among others: (1) all uniformed personnel of AFP, DILG, and Philippine Coast Guard; (2) employees of government hospitals/health centers and agencies providing health, safety, police, security, protection, and emergency services; (3) employees who work in any of three shifts per day in 24-hour service agencies; and (4) workers not part of the regular workforce with no employee-employer relationship (e.g., consultants/experts, piecework pakiao workers, student laborers, apprentices, and similarly situated).
The monthly rates in the Salary Schedule under National Budget Circular No. 474 (June 15, 2001) and their corresponding hourly rates shall not change; only the daily rates change due to the change in number of working hours per day.
Divide the monthly rate by 22 working days to get the daily rate, then adjust further because the Circular provides that the daily rate for April and May 2002 is computed by multiplying the hourly rate (derived from the daily rate) by 10 hours (as prescribed in 4.3).
Monthly rate ÷ 22 = daily rate; daily rate ÷ 8 = hourly rate; hourly rate × 10 hours = daily rate for April and May 2002.

PERA or ADCOM or Allowance = Monthly Rate × (no. of hours worked during the month) ÷ 176 hours.
