The purpose is to prescribe guidelines on the use of the RO-RO Terminal Fee cash ticket at the Strong Republic Nautical Highway (SRNH) ferry ports to improve port services and facilitate the assessment and payment of the applicable terminal fees.

The Port Manager having control over the RO-RO ferry ports is responsible for ensuring that the prescribed measures and procedures are implemented.

The RTF cash tickets are issued in four color-coded denominations: Blue for Type 1 vehicles (1-3 lane meters) at ₱55.00; Yellow for Type 2 (>3-5 lane meters) at ₱110.00; Pink for Type 3 (>5-7 lane meters) at ₱220.00; and Green for Type 4 (>7 lane meters) at ₱440.00.

The RO-RO vehicle enters the gate; the Service Provider classifies the vehicle type and gives it to the PPA Collecting Officer who collects the fee, dates and records the plate number on the RTF ticket, then hands it to the driver who proceeds to queue for loading and pays the freight to the shipping line.

Upon disembarking, the driver must surrender the RTF Gate Copy to the PPA or Service Provider Security Guard, who verifies the plate number, and if verified, allows the vehicle to exit the port.

The vehicle driver is apprehended for further questioning and verification by PPA authorities, but the vehicle and driver shall not be detained to avoid negating facilitation objectives.

Violations are subject to the penalties provided under Section 43 of PD No. 857, the Revised Charter of the Philippine Ports Authority, as amended.

A lost ticket (Customer copy or Gate copy) requires another payment of the RO-RO Terminal Fee before the vehicle can exit the port to deter illegal recycling and usage of the tickets.
