It is the policy of the State to have an integrated government computerization program that coordinates, integrates, modernizes, and fast tracks the implementation of all Information Technology related projects to provide better services to the people.
The National Computer Center (NCC) is mandated to formulate policies and prescribe standards on the acquisition and utilization of computers and information systems in government.
The ISSP is the agency's overall strategic plan for developing and implementing information systems and the use of IT over a fixed long-term period, ensuring IT application in strategic government areas.
Submission of an ISSP by LGUs is optional. However, if an LGU submits one and it is approved by NCC and endorsed by the LGU legislative body, it becomes the basis for IT resource acquisitions.
The National Computer Center (NCC) has the authority to review and approve ISSPs for endorsement to the Heads of Agency and the Department of Budget and Management (DBM).
The ISDP must include Office Productivity Enhancement, Policy Development/Management, Systems Development of mission-critical applications, Training, Y2K Compliance, Research and Development, RP-Web Compliance, Website Development, E-Commerce Development, Sectoral IS Development, and Project Management programs.
The CIO manages the overall IT program, allocates resources, assists in ISSP formulation and updates, and oversees the implementation of IT projects to meet ISDP targets.
G-WISH is an electronic value-added IP-based network infrastructure composed of hardware, software, applications, databases, communication networks, personnel, standards, and policies that enable data transmission among government agencies and effective governance.
All agencies are required to submit their 5-year ISSPs to the NCC for review, approval, and endorsement not later than March 31 of the year for integration into budget proposals for the succeeding year.
Agencies with expired or updated ISSPs must resubmit these to the NCC for evaluation and endorsement to the DBM, especially if major changes in IT strategy, agency functions, or missions occur.
