Barangay officials shall be compensated in the form of honorarium.
Minimum honorarium is P1,000 per month for the Punong Barangay, and P600 per month for Sangguniang Barangay members, the Barangay Secretary, and the Barangay Treasurer.
Subject to availability of funds and the general limitation on personal services, honorarium rates may be adjusted/increased.
Adjusted rates shall not exceed the rate equivalent to the first step of SG-14 for the Punong Barangay, and SG-10 for the Sangguniang Barangay members, Barangay Secretary, and Barangay Treasurer.
The maximum honorarium/salary rates shall correspondingly change to conform with authorized adjustments by Congress and/or the President, notwithstanding the restriction under Section 391(10) of RA 7160.
The Sangguniang Barangay may create positions as may be necessary. Such positions may be compensated at its discretion as salary or honorarium, within specified limits based on the minimum of the salary grade allocation of indicative positions.
Examples: Utility Worker I — SG-1; Clerk I — SG-3; Accounting Clerk I — SG-4; Barangay Health Aide — SG-4; Revenue Collection Clerk I — SG-5; Day Care Worker I — SG-6; Administrative Assistant — SG-8.
They must be allocated to their proper position titles and salary grades in accordance with the revised Index of Occupational Services, Position Titles and Salary Grades under LBC No. 61. Titles not consistent with the index require DBM approval through the Compensation and Position Classification Bureau under LBC No. 53.
They may be granted honorarium, allowances, or other emoluments, provided the total amount shall not exceed the minimum salary rate for SG-1.

Officials and employees other than those referred to in the salary-basis category are not entitled, except for elective and mandatory appointive officials whose year-end benefits are specifically provided by law.

No. The province and the city/municipality cannot grant additional compensation to barangay officials and employees in the form of honorarium or salary increase chargeable against provincial, city, municipal, or barangay funds.
The amounts must come from barangay funds, must be provided for in an appropriation ordinance enacted by the Sangguniang Barangay, and included in the barangay budget.
Appropriations for personal services of a barangay for one fiscal year shall not exceed 55% of total annual income actually realized from local sources during the next preceding fiscal year. Enforcement is waived insofar as the minimum honoraria of P1,000 and P600 are concerned, and in increases/adjustments of those minimum rates.
If barangay officials/employees are already receiving higher honoraria than authorized, they may continue receiving the same, but such higher rates are co-terminous with the present incumbent of the positions.
