QuestionsQuestions (PNP CIRCULAR NO. 2006-007)
The circular cites Section 33(a) of Republic Act No. 8551 (Rationalized Promotion System), stating that a uniformed member of the PNP shall not be eligible for promotion unless he/she has satisfactorily completed the appropriate and accredited course in the PNPA or equivalent training institutions.
It explains that to pursue the RA 8551 provision, NAPOLCOM Memo Circular 92-016 listed mandatory career courses for uniformed PNP personnel (PCOs and PNCOs) as promotion requirements.
It states that interviews showed many graduates complied only to satisfy the requirement, exerting no extra effort for academic excellence, which could later develop into a culture of mediocrity in the PNP.
To correct the attitude of doing mandatory training only for compliance and to develop a culture of excellence among all uniformed PNP personnel.

The upper 50% are automatically qualified to take the next higher career course as required.
They must pass a written test formulated and administered by DHRDD, a physical fitness test conducted by DHRDD, and other similar tests/requirements as the C, PNP may deem necessary.
They lose their priority in the TLL; their names will be listed at the bottom of the TLL.
