The purpose is to provide a system for field testing of police uniforms and equipment to ensure their durability, usability, comfortability, and compliance with approved standards.

PNP personnel are prohibited from purchasing police uniforms and equipment from manufacturers, dealers, distributors, and sellers during the field testing process.

The Uniform and Equipment Standardization Board (UESB) approves police uniforms and equipment that have satisfactorily passed field testing prior to use by PNP personnel.
DRD coordinates field testing by issuing prototypes, preparing survey questionnaires, monitoring and consolidating feedback, evaluating user responses, and recommending improvements.
They coordinate with DRD, supervise the field testing process, ensure proper use and record-keeping of test uniforms, distribute and collect survey questionnaires, and submit reports after the testing period.
Proponents must submit prototypes that comply with approved specifications, enter into a written agreement with DRD, shoulder production costs for field testing, and await approval before mass production.
Violations are grounds for administrative action and may lead to criminal charges if warranted against negligent or erring PNP personnel and individuals.
It took effect fifteen (15) days after filing at the University of the Philippines Law Center, pursuant to Sections 3 and 4, Chapter 2, Book VII of Executive Order No. 292 (The Administrative Code of 1987), as amended.
